ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description
As IT Procurement Specialist, you will be contributing to the efficient and compliant acquisition of IT products, services, software, and cloud solutions that support ENTSO-E’s operations. You will ensure procurement activities are conducted in line with ENTSO-E’s Procurement Policy and Procedures, delivering cost-effective and high-quality solutions. By working closely with internal and IT stakeholders, you will enable operational efficiency, risk mitigation, and cost efficiency across the organisation. Your role will help strengthen governance, transparency, and performance in technology-related procurement activities.
You will work in the ENTSO-E Secretariat in Brussels, in the Corporate Services Section, reporting to the Procurement Manager.
Your responsibilities
Your tasks will vary depending on project priorities and may include, but are not limited to:
Plan and deliver IT procurement activities in line with the approved Procurement Plan, ensuring compliance with ENTSO-E policies, procedures, and best market practices.
Ensure the timely, efficient, and compliant execution of all IT procurement activities.
Analyse IT-related expenditure and procurement data to identify cost-saving opportunities and improve operational efficiency and value for money.
Build and maintain effective working relationships with Secretariat teams and Members, providing procurement advice and support to sections and project teams as needed.
Prepare and present procurement recommendations on IT sourcing strategies, supplier selection, and contract awards to the Procurement Manager and relevant stakeholders, supporting informed decision-making.
Lead end-to-end commercial negotiations with IT suppliers, including software licensing, service level agreements (SLAs), pricing, contract renewals, and ongoing supplier management, ensuring optimal commercial and operational outcomes.
Contribute to the continuous improvement of procurement policies, processes, and tools, particularly in relation to IT sourcing, contracting, licensing, and supplier compliance.
Monitor and analyse IT procurement market trends and supplier developments, ensuring ENTSO-E’s procurement approach remains aligned with evolving market conditions and technological developments.
Your profile
We are looking for a motivated professional with the following profile:
Master’s degree or equivalent level acquired through relevant professional experience.
5–8 years of professional experience, ideally in IT procurement, procurement, or contract management.
Proven experience in IT procurement (IT products, services, software and/or cloud solutions).
Professional procurement qualification or certification is an asset.
Strong financial and analytical skills to support cost efficient procurement decisions.
Collaborates effectively across teams and stakeholders to achieve shared objectives.
Manages complexity by analysing information from multiple perspectives.
Plans and prioritises work effectively, aligning activities with organisational goals.
Motivated to work in a multinational and multicultural environment.
Strong PC skills (Microsoft Word, Excel, Teams, Outlook, SharePoint).
Excellent command of English, both written and oral.
