We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description
As Compliance and Governance Specialist, you will be part of the General Counsel Office, contributing to the design, implementation, and continuous improvement of ENTSO-E’s compliance and governance framework. In this role, you will support the organisation in meeting its legal obligations, strengthening ethical behaviour, and ensuring that governance rules, compliance standards, and policies are effectively applied across all business sections. Acting as a trusted advisor, you will help foster a culture of integrity and responsible conduct while supporting the delivery of ENTSO-E’s legal mandates.
You will work in the ENTSO-E Secretariat in Brussels, in the General Counsel Office, reporting to the General Counsel. Occasional travel may be required.
Your responsibilities
Your tasks will vary depending on project priorities and may include, but are not limited to:
Develop and implement ENTSO-E’s compliance framework, including standards, methodologies, governance structures and the Compliance Register Tool.
Embed compliance requirements in business operations, supporting Sections through change management and promoting a strong compliance culture.
Lead compliance monitoring and reporting, using the Compliance Register Tool to track actions, assess risks, oversee legal and corporate matters, and recommend mitigation measures.
Draft, update and harmonise compliance-related policies and processes, ensuring alignment with regulatory obligations and internal best practices.
Advise on corporate governance, especially regarding approval processes of Association bodies, and support the management of voting tools.
Deliver compliance and corporate governance training, awareness sessions and communication campaigns for staff and Association bodies.
Oversee the Code of Conduct and ethics framework, ensuring periodic updates, applicability and awareness across the organisation.
Provide reports and ad-hoc support to the General Counsel, including compliance analyses, investigations, incident follow-up and input to committees.
Contribute to cross-functional projects requiring compliance or governance expertise and engage with internal/external stakeholders when relevant.
Your profile
We are looking for a motivated professional with the following skills and qualifications:
Master’s degree in Law, Compliance, Business Administration, or a related field (or equivalent experience).
5–8 years of professional experience, ideally in compliance, governance, legal or risk management functions.
Strong understanding of compliance frameworks, corporate governance, ethics, and policy development.
Excellent PC skills (Word, Excel, Teams, Outlook, SharePoint).
Excellent command of English (written and oral).
Ability to work independently and as part of a team, managing multiple deadlines.
Strong analytical, organisational and communication skills.
Motivation to work in a multinational and multicultural environment.
